is the three page letter that the cms, centers for medicare and medicaid services sent out today. on page three is a thinly described illegal bribe. it says though this transition policy was not anticipated by health insurers when setting rates, the risk corridor program should help unintended revenue. the risk corridor program is a program you can get on cms risk corridor program and drawdown this document and look at it yourself. but what it says is that for the transition from where we were to the affordable care act, the federal government can give money to insurance companies to help them adjust and stabilize some of their premium payments if they get too many sick and older. but it has to be for qualified health plans. on the third page, if scissot s recipients are qualified health plans. it talks about section 1342 and section 1343, both of which only apply to nongrand fathered individual and small group plans inside and outside the exchanges. qualified health plans that meet the new obama care standards. but what they're saying in this letter is we'll try to find a way to bribe the insu

? guest: doing well. caller: i hope this is not as bad as medicare part d. medicare part d. i had a good plan through my company. said youeled it and could get the government plan. i said this is a lot worse than what i got. i went to the v.a. every medicine there was higher than i could get any egg box store. store. big box is your plan, replacing the replacing this obamacare. guest: you said you're with the v.a. plan. that is not medicare part d. you are limited to the list of medications you can take. of big-boxd is a lot stores began to offer medications like antibiotics for free or at huge discounts, to get you in the door. you mentioned medicare part d. saw thattary of hhs there were problems and he told drugstores fill the prescription and we will take care of this later. they ran several tests along the way. some people were dual eligible. just fill the prescription and we will take care of that. that was not a lapse that occurred. here we have a huge problem that is not fixed yet. the website may be fixed. what is not going to be fixed are the prices people will be paying. peopl

the federal government oversees, like medicare, like social security, like the department of defense. and attitudes shift dramatically. suddenly, the public is quite happy with what the federal government is doing. which gets us to the much bigger challenge that the affordable care act represents. this isn't just about whether the white house and its allies can make a law work. it is a test, it is perhaps the defining test for the democratic party, a party that enacted the affordable care act without any republican support, and a party that is now trying to implement it with almost no republican support. there is a basic philosophical difference between the two parties today, it is that democrats believe the federal government can do big things. should do big things. there is no bigger more singular test of that belief than the affordable care act. if they fail that test, it will validate powerfully what has been the central conservative message since ronald reagan came to the national stage. every new program, every new initiative that any democrat proposes in the future would then

's been in charge of the health care website rollout is the centers for medicaid and medicare services. they released a statement where they said, basically, as we have said, this was a complex project with a short time line. they even went on to say even before the launch they expected there to be some issues. they did not think it was going to be as bad as it ended up becoming. it's interesting you have this pushback, yeah, we knew it was going to be bad, well, these new articles released today by "the post" and "the new york times" really show how bad they were, including detailing a meeting in late august of which the contractor said, look, we cannot provide over 30 services that you originally requested of us within this website. so the government agency in control said, fine, scrap them. let's move forward with what you have. so it shows a systemic culture of failure in regards to healthcare.gov, one that's really plagued this administration and has given a lot of ammo to republicans on capitol hill trying to take down the law. what's interesting, betty, though, is what they come

at a cost of nearly $100 billion more than we would be spending on medicare without it. look at the numbers of the people signing up so far. we talked about it the other day. here are examples. in maryland so far, 96% of folk who is signed up have been on medicaid. in oregon, 100% have been medicaid. washington state, 85% medicaid. kentucky, 80%. all the people signing onto state exchanges are signing up for medicaid, not the exchanges. the part that's supposed to fund everything. >> the administration pointed to the states if they are not enrolling in the exchanges, medicaid under cut it all. it was successful at the state level. they were enrolling in a different program which is medicaid. >> the way the medicaid rolls wanted to get people on who weren't insured. the people who were supposed to the sign up and pay money out of pocket which you don't have to if it's medicaid. >> their money would be used to do what? >> that would pay for it. if you don't have healthy people paying and the entire system collapses. you have a high risk pool of people and people on medicaid which are free. th
